MetaYeda #11 Is available governance possible in Metaverse?
Is available governance possible in Metaverse? How can the periphery be connected with the governmental center? How can the government authorities provide citizens with better services and greater transparency within the Metaverse? What technological and regulatory barriers and cyber challenges do we face when striving to make governance available in the Metaverse?
These questions were at the center of my meeting with Minister Michael (Miky) Eitan from the Likud party more than a decade ago. Eitan asked to meet with me as part of the available government reform he promoted for the citizens of Israel.
In our meeting in his modest office in Tel Aviv, we concluded that Metaverse still needs to mature regarding technological infrastructure, hardware, and software. Moreover, from a public point of view, for many, the term "virtual worlds" was perceived as strange, and acting with avatars was only reserved for "geek" gamers.
In other words, "Governance available in the Metaverse is science fiction."
Back to the future: Metaverse(DOT)gov NOW
The "Old New Land" (or "Altneuland" in the original German) is a utopian novel published by Theodor Herzl, the founder of political Zionism, in 1902. In his Utopian book, he wrote his famous prophecy: "If you will, it is no dream."
So what has changed since I met with Minister Eitan* on the topic of MetaverseDOTgov? What are the macro-level challenges and trends?

#1 As-salamu alaykum Dubai Metaverse!

The Metaverse provides new opportunities for organizations and government entities to host large-scale cultural celebrations similar to those they already hold in real life.
the Ministry Of Economy, UAE elevated the collective spirit and sense of togetherness by celebrating UAE's 51st National Day on HoloFair Metaverse 🚀.
To make this day a memorable experience for their community, here is how it was celebrated:
🇦🇪 A dynamic walk-through of UAE's past, present, and future presented on 3 floors of MoEc's Metaverse highlighting the nation's development, achievements, and future prospects.
🇦🇪 Showcasing UAE's traditions through several videos and music.
🇦🇪 Visitors ordered traditional food through food delivery applications.
🇦🇪 An opening speech was held in the auditorium by H.E. Abdulla Alsaleh, the undersecretary of MoEc.
🇦🇪 35 government entities were invited to celebrate together and participate as exhibitors in MoEc's Union Fair!

Additionaly, HoloFair held inside NetaDubai a gameful learning experience for Tandem Training and Dubai Municipality.

#2 Metaverse Seoul
Seoul Metropolitan Government has been working with the Seoul Institute of Technology to create a metaverse platform where civilians can engage in various economic and cultural activities.

Inside the "Metaverse Seoul" platform, currently, a prototype, residents, and tourists will be visiting the area around Seoul Plaza, which will change based on real-time weather data. Additionally, they will be able to explore the capital, join online meetings and conferences, and perform administrative activities remotely digitally.
The municipal administration has already spent 2 billion won (US$1.6m) on the first phase of the platform and will spend an additional 2.8 billion won (US$2.3m) on the second phase this year.
Older users will have access to an "easy mode," and the third phase will be developed by 2026. " (Source: Seoul City).

What is the Metaverse? a *Working definition:
The Metaverse is the next generation of the internet. The Metaverse will be a seamless and friction-less combination of the physical and virtual worlds, where people can communicate and create communities, commerce, and culture.
At its core, the Metaverse is an extension of our mind and body through immersive and ludic interactions based on the convergence of augmented/ extended/ virtual reality, gaming, artificial intelligence, cloud, and blockchain technologies and tools.
